About Us
From Small Beginnings to Meaningful Impact
OPEKA began as a small community group known as the ‘CASTL Project,’ founded in 2017 by concerned parents and guardians who aimed to provide essential activities for adults transitioning out of school. Initially, the project started with just one weekly group of four participants, but demand surged, especially after the COVID-19 pandemic led to the closure of many community centres.
Recognising the need for growth and additional funding, CASTL Project transformed into OPEKA in July 2025, allowing us to enhance our offerings of inclusive community activities. Today, OPEKA operates four days a week, delivering a diverse range of activities for adults over 18 with additional support needs.
The name OPEKA, which means ‘Guardianship’ in Russian and honours one of our founders with Russian heritage.
Leadership Rooted in Lived Experience
Our success is largely attributed to our three founding trustees – Chris McMullen, Malcolm Goddard, and Bill Dempsey – who are deeply connected to individuals with additional support needs and are committed to empowering them to lead fulfilling lives filled with dignity and respect.
Chris, our funding trustee and project coordinator, is particularly passionate about this cause due to his experience caring for his brother Nicholas, who has severe non-verbal autism, stepping into the role of his personal support worker during a challenging transition to adulthood from school. After a brief stint in the care sector, Chris was taken aback by the insufficient resources and support available for adults with additional support needs, as well as the strain this places on their families. Following the passing of his father in November 2022, Chris found himself unexpectedly stepping into the role of the family’s primary support, which brought significant responsibilities and challenges. This experience, however, fuelled his determination to advance the charity and advocate for the needs of adults requiring additional support and continue managing the much loved groups.
